While head coach Matthew Elliott included both on an extended bench when he named his squad yesterday he said they were in doubt.
Packer has had a hamstring injury while Gubb has been hampered by a groin problem since making his NRL debut against South Sydney in Perth on July 7.
As the team departed for Sydney this afternoon, Elliott said neither player was able to make the trip but expected them to be available for selection for the clubs next home game against Melbourne at Mount Smart Stadium on Sunday, July 28 (2.00pm kick-off; match day sponsor: Suzuki).

With Packer and Gubb omitted, the Vodafone Warriors flew out with a complement of 18 players with prop Jacob Lillyman joining them tomorrow after fulfilling his role as Queenslands 18th man in tonights series-deciding State of Origin match against New South Wales at ANZ Stadium.
The bench now comprises six players with Lillyman joined by Todd Lowrie, Dominique Peyroux, Ngani Laumape, Suaia Matagi and Sam Lousi. Lousi comes into the NRL squad for the first time after recently making his comeback from a long-term foot injury with the Auckland Vulcans in the New South Wales Cup.
The Vodafone Warriors have a final training run in Sydney tomorrow. The final 17 players for the Wests Tigers encounter will be confirmed an hour before kick-off on Friday night.
